THE RULE BOOK

Rules outlined in this section apply only to NASCAR Sim Racing leagues.


This rule book is subject to constant updates and changes. If you have any questions on a specific rule, please contact a league admin. I began working on this during June '07, and it may receive changes and updates frequently for the next few months while I attempt to finalize our rules.

I. OVERVIEW
This section has been designed to help outline the rules that will be followed during SMS League events. These rules are only a guideline to help all league drivers know what is expected, but any final ruling during a league event will be at an admins discretion. Admins have the final say on all rules, and some rules may be modified a bit during some events. Any variations from the rule book by an admin should be announced before the start of the race.


II. MEMBER REQUIREMENTS

A. LEAGUE APPLICATION / NEW MEMBERS:
- All players who would like to be considered for league membership should initiate the application process by completely filling out the LEAGUE APPLICATION FORM.
- All new members will be asked to participate in a testing session on the track so that we can review your skill level. We will also use this time to evaluate your internet connection. This testing session may be a one on one with an admin, or in a group/public setting. All we are looking for is that you can run a stable line, and will not be a hazzard on the track.
- All new members should register in the forums for the leagues they wish to run in. Register in the proper signup threads with your in-game name and preferred car number.

B. COMPUTER / INTERNET:
- All league members are required to have a computer capable of running the game without constant issues. If your computer causes your game to constantly lag or crash, and affects other members, you may be suspended from league racing until you can resolve the issue.
- All league members are required to have an internet connection that is capable of running multiplayer without constant lag issues and connection drops. Your connection should be a DSL or Cable connection, and your computer should be connected to your modem with an ethernet cable. Wireless connections are not acceptable for league racing, due to intermittent interference and connection drops/spikes. If your internet connection causes your game to constantly lag or drop, you may be suspended from league racing until you can resolve the issue.
- All league members should have their game updated to the latest version, have necessary mods and trackpacks installed, and have their game in full working condition before practice starts for league races. While we will do our best to help with your technical issues, these issues should be resolved before practice starts. Our members should not have to take time out of their practice session to help with your problems.

C. TEAMSPEAK:
- All members are required to have teamspeak running during league races and practice sessions. You must have a working mic, and be able to hear and speak on Teamspeak. Communication is essential in league races. If you are unable to fully communicate on Teamspeak, you may be suspended from league racing until you can resolve the issue.

D. WHEEL AND PEDALS
- All league drivers are required to use a wheel and pedals during all league events. There are no exceptions to this rule. There will be no keyboards, controllers, joysticks, or any other type of input device allowed during league events.



III. LEAGUE RACING

A. SERVER SETTINGS:
- The following setting are typical for league racing, but may vary slightly at certain tracks, or among the different series.

Race Length = 30% (may vary between series, approximately 30% of 500 miles is the goal)
Damage = 35%
Flag Rules = Black Only
Fuel Usage = 3X (may be adjusted for certain races)
Tire Usage = Normal
Mechanica Failures = Normal
Weather = Constant
Steering Help = Allowed
Braking Help = Disallowed
Anti-Lock Braking = Allowed
Traction Control = Allowed
Invulnerability = Disallowed
Spin Recovery = Disallowed
Auto Shifting = Disallowed
Auto Clutch = Allowed
Auto Pace Lap = Disallowed
Auto Pit Stop = Disallowed
Duplicate Vehicles = Disallowed

B. LEAGUE TIMES AND SCHEDULES
- League schedules for each season will be posted before the first race of each season. Schedules will be decided on by the admins based on what they feel will be enjoyable for the majority of the league.
- League events will be run according to the following times:
Practice Begins: 8:00pm EST
Qualifying: 9:00pm EST
A 5 minute break will be given during Happy Hour, followed by any necessary driver meetings. All drivers must be back and ready to race at the end of the 5 minute break, before driver meeting.
Race begins at approximately 9:10-9:15pm EST
Races typically last 45 minutes to 1 hour or more.

C. RULES DURING FORMATION LAPS AT RACE START
- Drivers are expected to follow in proper order, at a safe speed and gap from the cars around you.
- Do no pass the pace car, or other cars during the initial pace lap.
- Run a constant speed during pace laps. Do not constantly slow down and speed up, which forces the cars behind you to do the same.
- No swerving/warming tires/cleaning tires after the start of turn 3 when coming to the green.
- Do not smoke your tires when leaving pit road during the formation lap. This may cause cars behind you to have low visibility and run into each other.
- If there are any major problems during the formation lap, the admin may choose to restart the race session. We typically try to avoid this. Make sure your setup is loaded when you get on the track, and make sure you make every effort not to come into contact with another vehicle on the formation lap. We typically will not restart any races unless there is a major issue that requires it. Once the green flag waves, the race should not be restarted for any reason other that a server problem.

D. RULES DURING GREEN FLAG LAPS
- Penalties may be enforced during any race at the admins discretion for any rules violations. Rules violations will be handled however the admins feel is necessary.
- Overly aggressive driving will not be tolerated. This includes excessive contact with other cars, forcing passes, and anything else an admin may decide. All drivers are expected to drive clean and fair at all times. Do not do something to another driver you wouldn't want him to do to you. Give each other plenty of room on the track, and save the hard racing for the end of the race.
- Drivers should not be forcing passes at the last minute, such as attempting to go low on another driver right before entering a corner. This will only cause wrecks, and upset drivers. If you plan to go low on someone, make your moves early enough to allow the other driver a chance to adjust their line going into a corner.
- There are no quick chats or typing allowed during green flag racing. Quick chats should only be used during races by race admins calling greens, yellows, and other necessary race related messages.

E. RULES DURING ADMIN CAUTIONS
- Admin cautions are those called due to a wreck or incident on the track resulting in the need for a yellow flag. Admin cautions are typically used on tracks over 1.001 miles in length. Admins will announce during the start of the race if admin cautions are being used.
- Admin cautions will only be called for incidents involving more than one car. Single car spins will not be considered as a caution. For an admin caution to be called, there must be contact involved with 2 or more cars, resulting in one of the cars to spin, or go more than 90 degrees around on the track. If there is a single car spin, and another car makes contact with the spinning car, a caution may be called. If a car makes contact with another car, causing one of them to spin, a caution may be called. In any situation, one of the cars must go at least 90 degrees around before a caution can be called. There will be no cautions for contact resulting in a car being forced to hit the wall or forced into the infield unless one of the cars goes at least 90 degrees around.
- Cautions will not be called for wrecks that are not on the racing surface, such as those coming on to pit road. Any contact or spins on pit road, or getting on to pit road, will not be called as cautions, unless a car is spun back out onto the track and is in danger of getting hit by other cars. If cars are preparing to pit, and slowing down on the racing surface (above the yellow line) and make contact, resulting in a spin, then it is okay to call a caution. Once the cars are below the yellow line or off the racing surface, spins will not be counted as cautions. - Cautions are not official until a quick chat is displayed showing the caution is out. All drivers are responsible for helping the admins identify cautions, and all drivers should make every effort to call out Caution on teamspeak if a caution is necessary. If you see an incident that needs a caution called, call it on teamspeak several times to make sure an admin is aware so that they can make it official with a quick chat.
- Do not use the word CAUTION for any reason during a race, unless a caution is necessary. This can confuse admins, and cause them to call an unnecessary caution.
- When a caution is called, all drivers should slow safely to pace speed. Pace speed will be determined by an admin typically at the start of the race. Do not slam on the brakes when a caution is called. Slow down safely, and stay aware of all cars around you.
- The field is frozen the moment the caution quick chat is displayed on the screen. If you are racing side by side with another driver and unable to determine who was ahead of who, the position will always go to the driver on the inside line. Drivers should calmly and quickly determine who was ahead of who in these situations. If a decision can not be quickly made, the admin will announce the inside driver gets the position.
- During cautions, teamspeak chatter should be kept to a minimum to allow the admin to announce pits open, pits closed, how many laps until green, and any other necessary race information. If you hear an admin trying to talk, stop talking immediately and allow them to call the race.
- The lucky dog rule will be in effect for admin cautions. The first car 1 lap down will be eligible for the lucky dog. Each driver is responsible for knowing where they are at in the field, and whether or not they are the first car 1 lap down. The admin will announce when it is safe for the lucky dog to go around. Do not attempt to get your lap back until the admin announces it is time. Typically the lucky dog will be allowed to go around once the lead lap cars pull low to make their pit stops. The lucky dog should safely circle the track and get 1 lap back. The lucky dog will start at the tail end of the lead lap. If any driver on the lead lap makes an additional pit stop after the first round of pit stops, they will be required to start wherever they fall back into line, even if it is behind the driver that received the lucky dog.
- When pitting under caution, all cars should stay single file coming into the pits. Do not double file, or attempt to pass another car coming to pit road. Once on pit road, passing is allowed if necessary, but only if it is safe or necessary to do so.
- When exiting the pits, if drivers can not determine who beat who coming off pit road, the position will go to the driver on the inside line.
- There is no warming tire/cleaning tires/swerving allowed after the start of turn 3 when coming to the green flag. Drivers should stay in a tight formation during caution laps. Do not speed up/slow down during yellow flag laps. - The green flag will be called by a quick chat when the lead car gets to the start/finish line, or slightly before. Each driver should have a quick chat assigned for the green. If you do not have a quick and you are leading the race, please inform the admins so they can ask another driver towards the front to call the green.

F. RULES DURING COMPETITION CAUTIONS
- Competition cautions are those called at an admins discretion during the race when a wreck is not involved, typically used to regroup the field, sort out an issue, or any other reason a caution period may be needed. Competition cautions are typically used at tracks under 1.000 miles in length, where we normally do not use admin cautions. Competition cautions at short tracks will usually be predetermined by the admins at the start of the race, but may be called at any time an admin feels necessary.
- Competition cautions will be called by an admin with a quick chat, typically when the leader reaches the start finish line. - Admins are responsible for making every attempt at making competition cautions fair to all drivers, do not allow any drivers a fuel mileage advantage or promblem, and must not benefit the admins or certain drivers in any way.
- When a caution is called, all drivers should slow safely to pace speed. Pace speed will be determined by an admin typically at the start of the race. Do not slam on the brakes when a caution is called. Slow down safely, and stay aware of all cars around you.

- During a competition caution, the lucky dog rule will be allowed for all drivers not on the lead lap, and will be extended to 2 laps. All drivers not on the lead lap will be allowed up to 2 laps back. Each driver is responsible for knowing whether or not they are laps down, and responsible for paying close attention to how many laps they get back. They lucky dog(s) should not attempt to get their lap(s) back until an admin announces it is time to do so, typically once the lead lap cars pull on to pit road. If their are multiple lucky dogs, they should not pass each other on the track. All drivers receiving the lucky dog and get back on the lead lap will start at the tail end of the lead lap. If any driver on the lead lap makes an additional pit stop after the first round of pit stops, they will be required to start wherever they fall back into line, even if it is behind those who received the lucky dog.
- When pitting under caution, all cars should stay single file coming into the pits. Do not double file, or attempt to pass another car coming to pit road. Once on pit road, passing is allowed if necessary, but only if it is safe or necessary to do so.
- When exiting the pits, if drivers can not determine who beat who coming off pit road, the position will go to the driver on the inside line.
- There is no warming tire/cleaning tires/swerving allowed after the start of turn 3 when coming to the green flag. Drivers should stay in a tight formation during caution laps. Do not speed up/slow down during yellow flag laps. - The green flag will be called by a quick chat when the lead car gets to the start/finish line, or slightly before. Each driver should have a quick chat assigned for the green. If you do not have a quick and you are leading the race, please inform the admins so they can ask another driver towards the front to call the green.

G. RULES DURING STARTS, RESTARTS, OR ANY TIME THE GREEN WAVES
- This is one of the most complicated parts of a league race to admin, and unfortunately is one of those rules that has a bit of grey area. Each driver should make every effort to be fair to other drivers, and not use restarts to intentionally take advantage of other drivers. We do not like using a "no passing until turn 2 rule", and therefor expect our drivers to use a few "gentlemen's agreements" when taking the green flag.
- There should be no passing on restarts unless absolutely necessary. Necessary passing does not mean that the drivers in front of you had to start a bit slow because they are far back in the field. The only time passing is necessary on restarts is if the car directly in front of you misses a shift, has an extremely slow and off the pace restart, or if that car gets loose and out of line. If the cars in front of you have to slow down due to someones mistake ahead of them, it is not acceptable for you to pass them. The only time it is acceptable is if the car immediately in front of you has an obvious problem, and even then, you should give them back the position if they are able to quickly recover.
- There is absolutely no intentional jumping the restarts. If a driver continually has to be told to stop jumping the restarts, that driver may be removed from the league.
- If you get a better start than the drivers in front of you, you should respect that the cars in front of you are in the same situation you are, and you should slow down to their speed. If you pass them on the restarts, you must back off and give them back their position.
- Any necessary passing of a car that has a problem must be done to the outside. There is absolutely no passing to the inside for any reason before the start/finish line.
- Passing on restarts is a gentlemen's agreement. We rely on each driver to be smart enough to know what is and isn't considered taking advantage of another driver on restarts. Be respectful of other drivers, and do not do anything to them that you would get upset about if they did to you. The admins will review each incident as needed if a complaint is made about people jumping the restarts, and if we feel it is intentional, penalties or point deductions may be made. Typically if a driver is determined to have obviously jumped a restart, that driver will have his finishing position deducted by the number of cars he passed during any jumped restart.
- If we see a particular driver continually jumps the starts after being warned, that driver may be removed from the league. These types of actions are considered unsportsmanlike conduct by our league.
- Please realize our rules on restarts are there for a reason, and that reason is to prevent the non-stop wrecks going into turn 1 on restarts. After years of experience and thousands of restarts, we know how bad it can get allowing a large field of cars to pass on restarts and go into turn 1 three or four cars wide. I've heard all the arguments and opinions on why we should allow passing, but I've seen more than enough problems to convince me it is a bad idea. Repetitive cautions due to people going 2, 3, or 4 wide into turn one is no fun for anyone, and that's the end result if we don't put a rule in place to stop it. Being stuck behind slower cars on restarts is just part of racing, and we all have to deal with it from time to time.

H. RULES DURING PITSTOPS
- All drivers should call their pitstops on teamspeak. No quick chats are allowed for entering or exiting the pits. Drivers should announce their car number, and whether they are entering or exiting the pits during every pitstop.
- During green flag pitstops, drivers entering the pits should make every effort to get off the racing surface as soon as possible and not affect the other cars on the track.
- Drivers should remain in the lowest possible line when preparing to make a pit stop. Do not try to pit from the high line, and do not drift up on the track before turning onto pit road.
- When exiting the pits during green flag stops, drivers may only come back onto the racing surface when it safe to do so. Do not come back on the track directly out of the pits. When merging onto the track, drivers must stay in the low line, and give oncoming traffic the high line. Do not move up to the high lane until it is safe to do so after turn 2. - At specific tracks, admins will request that all drivers use the available service roads, possible in or out of the pits. If this request is made, any driver failing to follow this rule may be penalized.
- During yellow flag pitstops, all drivers must remain single file when coming to pit road. There is no passing or double filing allowed coming to pit road. Once you are on pit road, you may pass a slower car if safe to do so.
- When exiting pit road under caution, you should remain on the apron, or low on the track, and stay out of the way of any cars possible getting their laps back.
- When exiting the pits under caution, if you can not decide whether or not you beat another car to the line, the car on the inside will get the position.



IV. PENALTIES

We currently do not enforce any specific points penalties in our leagues. We expect all drivers to be respectful of each other, and race each other like gentlemen, and accept the fact that things will happen on the track. Most of us have been racing together for a long time, and we have found that we can handle incidents on the track without subjecting our drivers to points penalties. On the other hand, any driver that continually disrespects other drivers, is overly aggressive, intentionally wrecks another driver, or continually ignores the simple rules we have in place may find themselves suspended or removed from our league. Treat each driver the way you would want to be treated, and you'll find your experience at SMS will be much more enjoyable.


V. GENERAL CONDUCT AND ATTITUDE

- Our league members are expected to conduct themselves in a mature and respectful manner while representing SimMotorsports. This includes your actions during league races, public races, on our website or any other website, or anywhere that you may be representing our league.
- While on Teamspeak, disruptive behaviour will not be tolerated. Screaming, hollering, and yelling at other members will not be allowed. Do not disrespect other members of SimMotorsports, and treat everyone the way you wish to be treated. We are all here to have fun, and there is no need to act like 4 year olds.
- Cussing and profanity should be kept to a minimum on teamspeak, in our race servers, and on the website. While we do not censor everything like some sites do, we do have young kids that visit our site and may race with us, as well as other members that may be offended by certain language. Please respect those around you by trying not to offend them.
- Admins must be respected at all times. Disrespecting the admins at SimMotorsports will get you removed from all leagues, and will not be tolerated. The admins put in alot of work and time to give you a place to race, and a place to gather. If you can't respect what the admins have to say, or how we run things around here, perhaps another league would better fit your personality.
